U014 - Política petrolera, estado y grupos de presión en la Argentina (1973 - 2007)

El proyecto se propone investigar la formulación de las políticas petroleras en la Argentina en las últimas décadas. El examen procura analizar la influencia de los diferentes grupos de presión sobre el mecanismo de decisiones estatal, el accionar de la burocracia - sus rutinas actitudinales y vinculaciones con la sociedad civil - y de la dirigencia política en los niveles provincial y nacional. También se evaluará el peso de los distintos contextos internacionales, tanto desde el punto de vista de las relaciones económicas en términos de inversión e intercambios comerciales, como de los distintos paradigmas ideológicos y las discusiones que los generan, reproducen y contradicen. Consideramos que el sector petrolero, por su carácter estratégico y su impacto en el imaginario colectivo, puede proporcionar una pauta razonable sobre los mecanismos que condicionan la toma de decisiones del estado argentino.

Oil policy, state and pressure groups in Argentina (1973-2007)

This project aims to investigate the formulation of the oil policies in Argentina in the last decades. This research attempts to analyze the influence of the different pressure groups (lobby) over the state's decision management, the action of the bureaucracy -their attitudinals routines and relationship with the civil society- and the political leadership both provincial and national. It will also be evaluated the importance of the different international contexts, from the point of view of economic relationships in terms of investment and commercial exchanges, and from the point of view of the different ideological paradigms and debates that generates them, reproduce them and contradict them. We think that the oil sector, because of its strategic character and its impact in the collective imaginary, can provide a reasonable guideline about the mechanisms that condition the decision-making of the Argentinean state.
