El presente proyecto de investigación busca explorar las actuales transformaciones en la política, en sentido amplio de la palabra, y en las instituciones en particular, en el período que podemos denominar de post-crisis es decir desde el año 2003 hasta la actualidad. En especial queremos indagar sus efectos entre los jóvenes en situación de vulnerabilidad, sector social particularmente perjudicado en el período anterior de los años 90, en el que se profundizaron las políticas neoliberales en la Argentina. Los jóvenes pobres o marginados aparecen desde los discursos hegemónicos como los actores principales causantes de la actual situación de inseguridad ciudadana.
Por otra parte, las organizaciones no gubernamentales y las instituciones públicas y privadas enfocan su interés de intervención en los niños y jóvenes en situación de riesgo, ya que se trata de un sector particularmente vulnerable. Se busca en este proyecto indagar mediante un abordaje cualitativo, en distintos ámbitos de sociabilidad juvenil, las nuevas formas de inserción institucional y construcción de ciudadanía orientadas a estos jóvenes. Interesa además conocer los efectos de esas intervenciones en la constitución de subjetividades juveniles.

This research seeks to explore the current transformations of policy, in the broad sense of the word, and especially of the institutions, from 2003 up to now. This period can be named as post crisis (taking as a milestone 2001's end of the year events). Especially, we want to investigate its effects among young people in situation of risk. This social sector was particularly affected in the previous period of the 90s when the neoliberal policies were deepened in Argentina. Poor young people appear, from the hegemonic speeches, as the main contributing factor to the current situation of civil insecurity.
On the other hand, the non governmental organizations and the public and private institutions focus their intervention interests in childhood and youth at risk. This based on the urgency of this social sector. This project will use a qualitative approach. It will analyze, in different youth interactive fields, new forms of institutional insertion and citizenship building. It will also take into account its effects in the youth subjectivity constitution. .
